The LAPD has released the footage of the incidident in Venice Beach when a Driver Suspected of DUI /Resisting Arrest Dies After Being Tased.

In the video, an Uber driver says that the suspect that caused the accident had tried to steal his car. Later in the video, it is revealed that the suspect on cocaine and other drugs.

Here is the video and the official statement:

"On January 3, 2023, at around 3:38 p.m., a West Traffic Division motor officer was flagged down for a traffic collision in the area of Venice Boulevard and Lincoln Boulevard in Pacific Area. He observed a male, later identified as Keenan Anderson, running in the middle of the street and exhibiting erratic behavior. Several citizens involved in the traffic collision motioned to Anderson, indicating that he caused the accident. The officer contacted Anderson, verbalized with him, and requested additional units for a DUI investigation. Anderson initially followed the officer’s commands and sat at the northeast corner of Venice and Lincoln Boulevard for several minutes as the officer spoke with him.

As additional units arrived at scene, Anderson suddenly attempted to flee the location. Officers gave chase as Anderson ran eastbound in the middle of the street on Venice Boulevard. As officers contacted Anderson, he began to resist, resulting in a use of force. Officers struggled with Anderson for several minutes, utilizing a TASER, bodyweight, firm grips, and joint locks to overcome his resistance.

Anderson was subsequently handcuffed and hobbled at the ankles. Shortly after Anderson was taken into custody, Los Angeles Fire Department (LAFD) personnel responded to the scene and rendered medical aid for deployment of the TASER. Anderson was transported via a rescue ambulance (RA) to a local hospital in the City of Santa Monica. While at the hospital, Anderson went into cardiac arrest and was pronounced deceased.

One officer received minor abrasions to his hands during the use of force.

Detectives from Force Investigation Division responded to the scene and are investigating this incident."

A possibly intoxicated man suspected of causing a collision in Venice and then running away died after Los Angeles Police Department officers used a stun gun on him while trying to arrest him, police said Friday.

On Tuesday January 3rd, a West Traffic Division officer was flagged down following a collision at the intersection of Venice and Lincoln boulevards around 3:40 p.m., according to the LAPD.

Witnesses told the officer the man who caused the collision was running in the middle of the street and exhibiting erratic behavior, police said.

The officer then contacted Keenan Anderson and talked to him, then requested backup for a DUI investigation, police said.

As the backup began to arrive, Anderson suddenly bolted from the scene with officers giving chase, the LAPD reported.

Anderson ran in the middle of Venice Boulevard. When officers caught up to him, Anderson allegedly began to resist. Officers used a stun gun, bodyweight, firm grips and joint locks in an attempt to overcome Anderson’s alleged resistance, police said.

Anderson was eventually handcuffed and hobbled at the ankles by police. Shortly after his arrest, Los Angeles Fire Department personnel were called to the scene to render medical aid to Anderson because of the use of force, the LAPD reported.

Anderson was then taken to a hospital in Santa Monica where he later went into cardiac arrest and died, police said.

One officer suffered minor injuries.

The in-custody death was being investigated the LAPD’s Force Investigation Division and the Los Angeles County District Attorney’s Office shooting team.

The Venice Pier will only see a little more than have that size, according to them.

Press release from the Mayor's office:

Mayor Karen Bass and Councilwoman Traci Park today announced that the Mayor’s new Inside Safe initiative is underway in Venice. Outreach has begun to people living in encampments surrounding the A Bridge Home site at the intersection of Sunset Avenue and Pacific Avenue, and people have already accepted housing. Inside Safe is a new, citywide, proactive housing-led strategy to bring people inside from tents and encampments for good, and to prevent encampments from returning.

“I’m proud to be locking arms with Councilwoman Park to change the way we approach homelessness in Los Angeles to bring people inside in a strategic and lasting way,” said Mayor Bass. “Councilwoman Park and I spent yesterday morning conducting outreach with encampment residents and meeting with service providers and local residents about how Inside Safe replaces quick fixes with real solutions. It’s important that the policy solutions developed are informed by the people most directly affected. Through Inside Safe, we will save lives and restore our neighborhoods.”

"During my campaign, I pledged to pursue a comprehensive approach to working with service providers and city leaders to compassionately get encampments like those surrounding the bridge home the support they need," said Councilwoman Park. "This initiative is to show that the Government can be a place to heal. We don't just want to say it; we want to show it. Putting people in rooms without the care they need doesn't work. We need to ensure that they have adequate access to services they need including mental health, trauma, and substance use services for the unhoused."

"This intensive housing intervention will help some of our most vulnerable unhoused neighbors get off the street for good and the support of Mayor Bass, Councilwoman Park and City and County elected leaders is vital to our success," said Dr. Va Lecia Adams Kellum of Saint Joseph Center.

Inside Safe is assessing street homelessness across Los Angeles and proactively engages with people living in tents and encampments based on which locations are most chronic and where people are most in crisis. Inside Safe is housing based – people are offered immediate quality housing and a commitment of services and permanent housing so they can stay inside safe for good. The vast majority of people living on the street say “yes” to real offers of housing and support. Mayor Bass’ Inside Safe Executive Directive calls for the Inside Safe Action Plan to be developed by March 31, 2023.

Inside Safe will support the following five goals:
Reduce the loss of life on our streets
Increase access to mental health and substance abuse treatment for those living in encampments
Eliminate street encampments
Promote long-term housing stability for people experiencing homelessness
Enhance the safety and hygiene of neighborhoods for all residents, businesses, and neighbors

This initiative will support and advance the following citywide outcomes:
Decrease the number and size of encampments across the city
Decrease the time of moving someone from an encampment into housing
Increase interim and permanent housing placements
Increase access to mental health care and substance use treatment for people experiencing homelessness

Mayor Bass is moving Los Angeles forward with an urgent and strategic approach to addressing the homelessness crisis, which also includes her Emergency Declaration on Homelessness, activating the City’s Emergency Operations Center, and issuing an Executive Directive to dramatically accelerate and lower the cost of affordable and temporary housing.
