Work continues on Caltrans' Trancas Creek Bridge Replacement, requiring intermittent lane closures of the far-right lane and shoulder in both directions of PCH from Guernsey Ave. to Trancas Canyon Rd. weekdays 7:00 AM to 3:00 PM. Nightime work is scheduled on Monday, April 18 and Tuesday, April 19, 7:00 PM to 6:00 AM as well.

Expect lighting, noise, and movement of workers and vehicles in and around the work area. Cyclists, motorists and pedestrians should proceed with caution. Motorists must adhere to the 30 mph temporary speed limit, with signs posted. Fines for speeding are doubled in highway construction or maintenance zones when workers are present under the California Vehicle Code. There may be unplanned intermittent lane and shoulder closures.

As part of the Caltrans Trancas Bridge Replacement Project, a temporary traffic signal will be installed at Guernsey Avenue and PCH, with a pedestrian crosswalk across PCH. It is expected to be functioning in mid-April.

Caltrans is proposing to replace the existing 96-year old, 85-foot wide, 90-foot long concrete bridge, which was constructed in 1927 to span Trancas Creek on PCH in Malibu, with a new concrete bridge, which will be 105 feet wide by 240 feet long. The new bridge will provide two 12-foot traffic lanes, bike lanes, separate pedestrian lanes and 10-foot shoulders in each direction. Northbound and southbound traffic will be separated by a six-foot striped median. Completion is scheduled for summer of 2024.

Due to all the attention from the news that USPS has stopped mail delivery to a Santa Monica Neighborhood due to violent attacks, SMPD has decided to look into the issue and now the USPS will start deliverying mail to that area again. They will be escorted by the United States Postal Inspection Service to make sure Devon Ray Morgan, the suspect cauing all the trouble, doesn't attack or threaten the mail carriers anymore.

The Santa Monica Police Department released the folowing statement:

A letter suspending mail service on a block in Santa Monica was brought to our attention late Saturday when it was posted on Twitter. Our Department has identified a subject as the perpetrator of an Assault with a Deadly Weapon (a broomstick) incident on a USPS mail carrier in the 1300 block of 14th Street that occurred on January 19, 2022. The victim sustained a minor injury to his arm and did not require medical attention. The officers who took the report contacted the United States Postal Inspection Service on the day of the incident to provide information for the incident should they wish to follow up.

The case was assigned to our detectives who reached out to the victim several times during the investigation. Approximately one month later, the mail carrier declined prosecution for the incident. Besides this particular incident, no additional crime reports involving the US Post Office have been made to SMPD.

Yesterday, representatives of the SMPD spoke with the postmaster who wrote the suspension letter; we were referred to an Inspector in the US Postal Inspection Service (USPIS) for additional information about other attacks on mail carriers in that area and possibly by the same subject. The Postal Inspector did not believe any reports were made to the USPIS by mail carriers and are working now to locate any other postal workers who may have been victims and obtaining information for an investigation.

As for information regarding the suspect, his most recent arrest was on April 6, 2022, for misdemeanor vandalism and possession of drug paraphernalia. Current Los Angeles County Emergency Bail Orders state certain misdemeanors are not subject to pre-trial detention, but instead the offender is provided a citation and released. While the suspect was arrested over the weekend, he was released from police custody with a citation to return to court in May. He is also currently under investigation for two incidents that occurred in March, a battery and criminal threats. Once completed, those cases will be presented to either the City Attorney (misdemeanor) or District Attorney (felony) for filing consideration.

SMPD continues to work diligently with investigators in our department and the USPIS to make sure mail can be delivered safely to all our residents.

Should you have any additional questions or concerns, we encourage you to contact SMPD's Community Affairs Team at 310-458-8474 to speak with your Neighborhood Resource Officer or Crime Prevention Coordinator. For immediate assistance related in an in progress emergency, please call 9-1-1.

A West Hills man was sentenced today to 18 months in federal prison for starting a fire that caused substantial damage to a Santa Monica restaurant during the civil disturbances that erupted during the spring of 2020.

Micah Tillmon, 20, was sentenced by United States District Judge Michael W. Fitzgerald. A restitution hearing will be scheduled for a later date.

Tillmon pleaded guilty in September 2021 to one count of possession of an unregistered destructive device.

On May 31, 2020, Tillmon entered Sake House by Hikari, a Japanese restaurant located in downtown Santa Monica, without authorization and while the business was closed because of the civil unrest occurring in the city at that time. While inside the restaurant, Tillmon possessed and used an incendiary device to ignite a fire that rapidly grew, enveloped the entire restaurant space and spread to other areas of the building adjacent to the restaurant.

According to court documents, security video from the restaurant shows Tillmon removing “a red tube-shaped object from his jacket, which he placed behind the reception desk area of the restaurant before walking away. Within seconds of that action, smoke and fire appeared from the area.”

The Santa Monica Fire Department (SMFD) responded to the fire and extinguished the flames using several fire trucks and numerous personnel. Due to safety concerns that accompanied the city’s civil unrest, SMFD prematurely abandoned the scene. As a result, SMFD needed to return to the scene several times throughout the night to extinguish additional flare-ups. The restaurant has since permanently closed.

Tillmon was identified by detectives with the Santa Monica Police Department, who reviewed numerous security videos and social media posts. Tillmon was also linked to the fire when investigators uncovered a video showing his white Ford Explorer parking next to the Sake House four minutes before the fire started and then reversing across the street soon after the fire started, according to court documents.

Tillmon possessed an incendiary device that had not been registered with the National Firearms Registration and Transfer Record, the central federal registry for all items regulated under the National Firearms Act.

“[Tillmon’s] actions on May 31, 2020, were only possible because of a complete breakdown in social order,” prosecutors wrote in a sentencing memorandum. “Riots like the ones that convulsed this district in the summer of 2020 are a stark reminder of the thin line that separates state control and anarchy.”

The Bureau of Alcohol, Tobacco, Firearms and Explosives, and the Santa Monica Police Department investigated this matter.

Assistant United States Attorney Shawn T. Andrews of the Violent and Organized Crime Section prosecuted this case.
